I don't have a "definite" answer, because I don't know what is used, but there is definitely a random choice generator of some sort used when a person doesn't choose their faction. I'm not sure when it was implemented, but it does seem to favor blues over time for some reason, since every language server in the game is overweighted to blues.
Please read the rules of the game. There are multiple language servers so that players can play and chat in the language they are most comfortable using. In the future, please use the support.warpfire.com site to submit complaints, or go to the irc channel to discuss with a member of the team.
